B. Definitions
a. Board of Directors - include President, Vice-President, Secretary, Treasurer, Field Marshall, Safety Officer, and Newsletter Editor.
Article II: Purpose
To promote the advancement of model aeronautics in accordance with the bylaws of the
Academy of Model Aeronautics (AMA).
Article III: Membership
A. All persons shall be eligible for membership, and shall agree to abide by the Club’s bylaws, and those of the AMA.
B. Membership shall be divided into the following categories:
a. Full Member: has full privileges and voting rights. Dues: Full member rate plus AMA membership.
1. Flying members will be required to hold and maintain a license issued by the AMA. All first-time flying members applicants, as well as present flying members seeking membership renewal, must show proof of membership in the AMA.
b. Associate Member: A non-flyer, who is interested in the activities of the Club, has no voting rights and receives a newsletter.
c. Non-flying and Associate members do not require AMA membership.
C. Dues and Assessments
a. Annual dues to be paid to the Club shall be determined by the voting members during the regular meeting held in February.
b. Dues are not refundable, except under extraordinary circumstances, which will be determined by the Board of Directors on a case-by-case basis.
c. New members will pay the regular annual dues and this will cover the membership until the annual meeting.
D. Resolution of Grievances
a. If a grievance is brought before the Board of Directors, a meeting will be held to determine the required action needed.
b. The minutes of the meeting and the resolution will be maintained in the Club’s files.
c. A copy will be provided to the individual who brought the grievance to the attention of the Club.
E. Resignation/Termination/Disciplinary Action
a. Any member in good standing may resign his/her membership by giving written notice to the Club.
b. If any member ceases to have the qualification necessary for membership in the AMA, his/her membership in the Club shall thereby terminate, subject to reinstatement upon restoration of eligibility.
c. Any individual may be expelled from membership from the club by a two thirds (2/3) majority vote of the Board of Directors, if, in the Board of Directors determination, such individual willfully commits any act or omission which is a violation of any of the terms of the articles of Incorporation and bylaws, or the rules of the AMA or which is detrimental to the Club, AMA or to model aviation.
Article IV: Officers
A. Term of Office — All elected officers of the Club shall serve for one (1) year date of election. Officers shall be required to be a full member of the Club. Officers are to be elected by a vote of simple majority of those present at the regular meeting in February. New officers will take office immediately after the consultation between the previous officers and the present elected officer, normally this will take place immediately after the regular meeting.
B. Duties/Responsibilities
a. Board of Directors: the management of the affairs of the Club shall be vested in the Board of Directors who shall have the authority to establish and administer its policies. Official decisions may be made by a two-third (2/3) majority mail vote or by a quorum at a Board of Director meeting. A quorum shall consist of at least 50% of the current Board members. Official decisions shall be consistent with the stated purposes and objectives in its Bylaws and, where those bylaws are not specified, vested in the sound discretion of the Board of Directors.
b. President: The President shall preside at all meetings of the Club and shall act as a spokesperson in all matters pertaining to it.
c. Vice-President: The Vice-President shall act for the President when he/she is unable to serve, and is to maintain an accurate record (including place of storage) of all Club assets.
d. Secretary: the Secretary shall record minutes of each Club meeting and handle all correspondence pertaining to Club activities. He/she will also be the Club’s contact person with AMA in case of questions, problems or situations.
e. Treasurer: The Treasurer shall collect all moneys due and shall keep a record of moneys disbursed by the Club.
f. Field Marshall: The Field Marshall shall be responsible for establishing mowing crews and mowing equipment maintenance crews. He/she is to ensure that the field is properly maintained and recommend improvement/changes.
g. Safety Officer: The Safety Officer shall be responsible for chairing the safety committee and ensuring existing rules are enforced. This includes processing the grievance forms and following the existing grievance procedure documented in the by-laws.
h. Newsletter Editor: Newsletter Editor shall be responsible to publish newsletters on a regular basis, decided upon by the members at the annual meeting.
C. Vacancies
a. Vacancies in any office shall be filled by appointment by the remaining officers, such appointee to serve until the end of the term for which its predecessor was elected.
Article V: Meetings
A. Regular meeting shall be held at a time and place designated by the Club officers.
B. Club officers may call special meetings with no less than five days notice. The purpose of the special meeting shall be stated in the notice.
C. At any Club meeting a simple majority shall be over 50% of the members voting at the meeting.
D. Any member of the Club may initiate a formal request for action by the Board of Directors. The proposal shall include a description of the nature, type, and extent of the Board action recommended. The President of the Board shall forward copies of the proposal to other members of the Board of Directors for their consideration. Either the President, or any other Board member, may have the matter placed upon the working agenda of the next Club meeting.
Article VI: Record Keeping
A. The President or his appointees will make a periodic audit of the Treasurer’s books.
Article VII: Miscellaneous Provisions
A. Standing Rules
a. AMA Insurance required.
b. The official AMA National Model Aircraft Safety Code will be followed at all times.
c. No flying alone due to possible self imposed bodily injury.
d. Transmitters will be impounded at time of arrival.
e. AMA insurance card will be posted on frequency board before radio is removed from impound.
f. Only 1991 gold stickered (RCMAA) or narrow band radios will be allowed.
g. A club member must be present for a non-member to fly.
h. No littering. Each member is responsible for field clean up.
i. Aircraft must be firmly secured while starting/tuning before flight.
j. No bare handed starting! Use of glove, chicken stick, starter, etc. is required.
k. No smoking while fueling or defueling of aircraft.
1. All engines will be muffled and adjustments must be made from behind the prop.
m. No flying over pits or spectators.
n. All flying will be in the same pattern; determined by the wind at the time of take off.
o. Runway right of way use is as follows: 1) Dead sticks, 2) Landings, and 3) Take off.
p. Take off, landings, dead sticks, low passes, etc. will be the responsibility of the pilot to announce.
q. No more than four (4) aircraft in the air at the same time.
r. Thirty (30) minute time limit on frequency use per flight.
s. All new pilots and/or aircraft are subject to verification of proficiency and/or safety.
t. All animals will be controlled.
u. No alcoholic beverages.
Article VIII: Amendment of these Bylaws
